ISBE Proposed Rule: Mandatory Vaccinations for School Personnel

A Complete Description of the Subjects and Issues Involved:

This proposed rulemaking implements Executive Order 2021-22 and any future Executive Order that reissues and extends it. Executive Order 2021-22 requires that all school personnel either receive the COVID-19 vaccine or undergo at least weekly testing. The rules provide schools and school districts with sufficient clarity and detail regarding implementation of the Executive Order and required record keeping and will provide necessary support for schools and school districts to protect the health and safety of students, school personnel, and their broader communities during the ongoing COVID-19 pandemic.

…The agency shall hold a public hearing on the proposed rulemaking during the first notice period if (i) during the first notice period, the agency finds that a public hearing would facilitate the submission of views and comments that might not otherwise be submitted or (ii) the agency receives a request for a public hearing, within the first 14 days after publication of the notice of proposed rulemaking in the Illinois Register, from 25 interested persons…
